How to enable field configuration permissions on entities

Hey all, maybe I’m just missing it but my manager level permissions group is unable to configure individual fields across all entities. Where can I enable it so they can? I’ve attached an image showing the button i want to enable on fields.

I believe they need admin access to the Schema - Fields option.
