Shot Creation Best Practices Workflow?

I’m still learning how to admin SG. One thing that always takes forever is going from the notes on the shots from the director to having working projects set up for the artists. Currently, we mark up a Premiere Pro sequence with all the shots. Then I use that marker list to create comps, then projects in After Effects. I use some AE scripts to get shot info into CSV files to then import into SG. Then we need to save all the shots into each task. I have 300 shots on this film so this is taking forever. I’m curious to know how other shops are handling this initial ingest of information.
How do you go from notes from the director to Shotgun?
How are you creating your files for the artist to begin work?
Does the Import Cut too work? (I keep trying to no avail!)
