Enabling ticket notification emails site wide

Is there a way for me as an administrator to enable ticket email notifications for all users on our site? I’m having some issues getting people to enable it and would like to make it so that new starters don’t have to worry about the setting.

I’ve attempted to send this as a question to Autodesk support but get a login loop ( across all browsers ) so here I am.

You should be able to set the value for “Subscribe to My Tickets Emails” in bulk on your People page if you expose that field
