Is there any way to create a playlist with versions sourced from multiple projects?

No, not on the Playlist Entity.
But you could create a CustomNonProjectEntity, call it something like Global Playlist and create Global Playlists with multiple versions inside.
It won’t exactly have the functions of a Playlist though.
