PublishItem.thumbnail_enabled = False doesn't seem to work

I’m trying to disable thumbnail screenshot in the publisher UI but using

item.thumbnail_enabled = False

for an item doesn’t work as advertised. The thumbnail can still be set in the publisher UI. Am I missing something?
