I can find the phase entity in fields, but can’t find the phase entity in site preference. Anyone can help to tell where I can add the phase entity?
Never mind, just now I find that I can add the phase in project timeline app.

The phase entity is enabled by default. Like you said, its used in the project timeline app but the page is also visible on every project or under the admin menu/default layouts/
To find the list page on a project you need to go into a project page, then under the project menu bar (second one from the top) go to “Other” and you should see the phases page for that particular project.
Just a note, the phases are only visible on the project timeline app and the task gantt overlays by default
